REGULATING AI IN MALAYSIA: THE NEED FOR ACOMPREHENSIVE LEGAL FRAMEWORK

Abstract
Artificial Intelligence (AI) is growing fast in Malaysia, affecting areas like healthcare, finance, education, and law enforcement. While AI brings many benefits, it also creates legal and ethical problems, such as data privacy issues, unfair algorithms, job losses, and questions about who is responsible for AI decisions. At present, Malaysia depends on existing laws like the Personal Data Protection Act 2010 and the Communications and Multimedia Act 1998. Current policies, such as the National Artificial Intelligence Roadmap (2021–2025), give some guidance but have no legal power. As countries create strong AI laws, Malaysia risks falling behind. While a strong legal framework is needed to guide AI development and protect the public, creating such laws also comes with challenges. These include keeping up with fast-changing technology, balancing innovation with regulation, and ensuring proper enforcement. This article highlights the urgent need for Malaysia to create clear and complete AI laws to protect people and support safe AI growth.
